About Mount Coffee:
The Mt. Coffee Hydropower Rehabilitation Project has been identified by the Government of Liberia as the cornerstone of its objective to expand access to sustainable, affordable, and reliable electricity for its citizens. The Mount Coffee Hydropower Plant is located on the St. Paul River, approximately 17 miles northeast of Monrovia, in Montserrado County, Liberia.
The original project included a main dam and gated spillway, forebay embankment dams, forebay canal, intake structure, penstocks, powerhouse, tailrace canal, substation, and transmission line. The original Plant was commissioned in 1966 and consisted of six powerhouse intakes with two 15 MW units installed. The Plant was expanded in 1972 with the addition of two additional 17 MW units, increasing the Plant capacity to 64 MW. The Plant operated successfully from 1964 to 1990.
During the period of civil unrest in Liberia, opposition forces took over the facility, eventually shutting it down. The powerhouse and equipment was severally damaged and looted, including the turbine runner and head cover, leaving little but the concrete structures, embedded components and portions of the powerhouse, intake structure, and substation. The Project is co-financed by Government of Norway, Government of Germany (KfW Development Bank), European Investment Bank and Government of Liberia.
