My client, a leading UK E & P Operator is looking for a Structural Engineer (Technical Authority) to provide specialist technical support for Structural Engineering discipline across UK Upstream assets.
Act as Technical Authority for Structural engineering discipline.
Ensures technical decisions are in line with best practice and meet corporate Standards and Guidelines

Key Technical Responsibilities:
Act as discipline Technical Authority for the defined UK Upstream Operated and Non-Operated Assets.
Performance standard owner for Structural Integrity, Fire and Blast Protection, and Passive Fire Protection.
Lead the development of discipline specifications and standards for the asset structures
Provide engineering assurance and guidance to support asset operations and requests for deviations or exemptions to established specifications, standards and procedures.
Provide technical input and assurance for risk assessments, audits, failure investigations, of change reviews.
Provide technical guidance for the development and optimisation of performance standards,
Maintain a sound working knowledge of all relevant codes, standards and regulations. Coach and mentor relevant engineers.
Provide technical input to Greenfield & Brownfield projects
Act as Lifting Operations Technical Authority familiar with LOLER
Contract focal point for structural integrity management contracts
HSSE:
Ensure that corporate and local Health, Safety, Security and Environmental policies and regulations are applied on all engineering, plant and process modification activities.
Participate in Hazid and safety related reviews.
Contribute to asset risk identification and mitigation reviews
Interface:
Provide discipline engineering input to modifications to ensure that the Company’s technical, performance and integrity requirements are met.
Provide structural engineering input to developments and projects in both mature and green field developments.
Lead relevant engineering studies carried out internally and externally in support of such developments and projects
Maintain effective liaison with other functions, eg. HSSE, Asset Integrity, Operations, Well Engineering, Petroleum Engineering, Commercial, Finance etc, as part of developing robust and optimized solutions.
Communications:
Coordinate with Operations Team and Engineering Team, including other discipline Asset Technical Authorities, regarding technical issues identified
Coordinate with Asset Integrity Team regarding inspection and maintenance requirements.
Coordinate peer assists, peer reviews and technical assurance reviews.
Process:
Owner of specific Asset Performance Standards. Responsible for regular monitoring and audit of Operation and Maintenance against Performance Standards
Planning:
Coordinate delivery of discipline engineering studies for UK Upstream assets
Review proposed deferral of planned inspection or maintenance activities for acceptability.
Performance Management:
Deliver defined discipline engineering studies & scopes
Technical Authority for Safety Critical and Operational Risk Assessments
Complete appropriate Technical Standards Gap Analysis
Financials:
Support development and optimisation of budgets and forecasts.
Cost Management of discilpine studies.
What we are looking for:
Extensive and in- depth structural discipline experience in key area’s of facilities engineering, covering onshore and offshore oil and gas structures and associated facilities in a client/operator environment, at senior discipline level.
Demonstrable understanding of UK Regulatory framework for the Offshore Oil & Gas Industry and experience with Performance Standard Management and Written Schemes of Examination
Demonstrable performance and delivery in projects and operations, for design, selection and operation across a range of structural related activities
Experience in the application of functional assurance processes and techniques to structural engineering activities.
Experience of performance standard management & technical content of structural commercial/contract agreements.
Experience leading multidisciplinary teams and in the assembly of teams to resolve specific technical issues.
Significant experience in structural roles with some client/operator roles experience preferred. Experience to include in the management of contractors with active involvement in the application of quality assurance and quality control to contractors engineering activities, including reviewing models, calculations, philosophies and designs and active participation in reviews and risk/hazard management activities.
