Project Background/Summary:
Located in south Iraq near the city of Basra, the ‘super-giant’ Rumaila Oil Field runs down to the Kuwait border and is approximately 80km long by 20 km wide. The field has been developed since the 1950s and represents one of the largest oil reserves in the world.
In 2009, BP and PetroChina were awarded a Technical Services Contract (TSC) to rejuvenate production from the field and provide a platform for enhanced oil recovery from the still vast remaining reserves. The contract commenced in December 2009 and has a duration of 20 years. The intent is to increase the existing Rumaila Field production from nominally 1.0 mbopd to more than 2.0 mbopd. This will be achieved through well work and associated drilling activities, new processing facilities, utilities and off-sites. Reservoir pressure is a key aspect of the Development and water injection rates will increase substantially. The anticipated implementation of the Development will require a considerable infrastructure capital spend with the first new production facilities expected to begin production towards the end of the decade. The existing production facilities will continue to operate throughout the phased implementation of the new assets, representing a unique challenge in integrating the brownfield production to the new greenfield facilities.
The primary areas of surface facility work to support the Rumaila Development are as follows:
Rehabilitation and expansion of processing facilities (ongoing)
Early power generation project
Produced water collection, separation, transmission and injection (phased)
New power generation and distribution systems (phased)
Oil and water processing facilities (phased)
Associated off-sites, Main Automation Contractor (MAC), Telecoms System Integration (TSI)
The Development’s prioritised objectives are:
Achieve the highest safety, health and environmental standards during engineering, construction and start-up.
Achieve high quality standards for safe and reliable operations.
Achieve minimum schedule, consistent with aforementioned objectives.
On time delivery.
Achieve benchmark cost performance and delivery on budget.
Utilisation of Local Content.
New Integrated Processing Complexes (IPC’s) are planned to be constructed to manage the oil, gas, and water production. During each successive IPC installation, each IPC will be accompanied by new Cluster Pump Stations (CPS’s) to provide continuing pressure support to the reservoir. Gathering systems, roads, power distribution, and other associated systems are required to support the redevelopment of the field.
Delivery and assurance of the Rumaila Development will be performed by yet to be selected EPC’s under a PMC / IPMT umbrella and will be managed and executed in numerous international hubs with engineering and support staff positioned strategically to maximise EPC organisation capability and the efficiency and effectiveness of staff deployed in country.
As the project moves out of Select and into Define and Execute we are looking for talented and experienced project professionals to join the Rumaila Full Field Developments Team, currently based in the Worley Parsons offices in Brentford, UK, and Dubai.
