CHIEF OF SECTION, HUMAN RESOURCES MANAGEMENT

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

Responsibilities:

The position of Chief of the Learning, Leadership and Organizational Development Section (LLODS), is located in the Learning Development and Human Resources Services Division (LDSD), Office of Human Resources Management (OHRM), Department of Management (DM). The incumbent reports directly to the Director, LDSD/OHRM.

Responsibilities:
Under the overall guidance of the Director, the incumbent will support a global, dynamic and adaptable workforce. Duties include:

(a) Working closely with the Career Support and Performance Management Team to plan and oversee the implementation of a new learning and career support strategy;

(b) Identifying organizational needs and priorities for learning and career support programmes and evaluating existing programmes;

(c) Managing and supervising a team of staff development officers and assistants to design, develop and deliver innovative programmes with the aim of strengthening leadership capability and increasing accountability;

(d) Ensuring that the innovative use of technology is expanded in programme delivery and access to programmes by staff in the global Secretariat is improved;

(e) Systematically monitoring and evaluating the effectiveness of learning and career/staff support programmes and recommend ways to enhance effectiveness to meet the Organizations needs and priorities;

(f) Providing substantive advice and guidance to senior leadership, managers and staff on learning and career/staff support policies, including organizational development initiatives;

(g) Consulting frequently with staff, managers, practitioners and partners on learning and career support needs and priorities;

(h) Recruiting staff for Unit/Section taking due account geographical and gender balance and other institutional values;

(i) Managing, guiding, developing and training staff under his/her supervision;

(j) Fostering teamwork and communication among staff in the Section and across organizational boundaries;

(k) Representing the Organization at inter-agency meetings, seminars, etc. on career support and organizational development related issues.

Demonstrates in-depth knowledge of human resources management, especially learning and career development policies and programmes; ability to analyze complex policy and programme issues in the fields of human resources and financial or administrative management; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; remains calm in stressful situations.

Client Orientation: Considers all those to whom services are provided to be “clients ” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Creativity:
Actively seeks to improve programmes or services; offers new and different options to solve problems or meet client needs; promotes and persuades others to consider new ideas; thinks "outside the box.”

Leadership:
Is proactive in developing strategies to accomplish objectives; establishes and maintains relationships with a broad range of people to understand needs and gain support; anticipates and resolves conflicts by pursuing mutually agreeable solutions; provides leadership and takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work; demonstrates knowledge of strategies and commitment to the goal of gender balance in staffing.

Managing Performance:
Makes sure that roles, responsibilities and reporting lines are clear to each staff member; regularly discusses performance and provides feedback and coaching to staff; encourages risk-taking and supports creativity and initiative; actively supports the development and career aspirations of staff; appraises performance fairly.

Education:
Advanced university degree (Masters degree or equivalent) in business or public administration, human resources management or related area. A first-level university degree with two additional years of work experience in human resources management or related area may be accepted in lieu of an advanced university degree.

Work Experience:
A minimum of 10 years of progressively responsible experience in human resources management or a related field is required. Experience with instructional designs and the implementation of learning and career support programmes, including e-learning initiatives, is required. Experience in creating or administering organizational development initiatives, and innovative and strategic use of technology to deliver such programmes is required. Experience in an international or multilateral organization is highly desirable. Experience in impact assessments of learning and career support programmes is highly desirable. Experience in implementing and overseeing large-scale leadership and management development programmes is highly desirable.

Languages:
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of French or another official UN language is desirable.

Assessment Method:
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
