This post is located in the Sustainable Energy Division of the United Nations Economic Commission for Europe (UNECE). The incumbent reports to the Chief of the Sustainable Energy Division (SED).

SED works to promote a sustainable energy development strategy for the region, with the following objectives:

■sustained access to high quality energy services for all individuals in the ECE region;
■security of energy supplies in the short-, medium- and long-term;
■facilitate a transition to a more sustainable energy future and introduce renewable energy sources to reduce health and environmental impacts resulting from the production, transport and use of energy;
■well-balanced energy network systems across the whole of the ECE tailored to optimise operating efficiencies and overall regional cooperation;
■sustained improvements in energy efficiency, in production and use, particularly in countries with economies in transition; and
■in the context of post-EU enlargement, the integration of energy restructuring, legal, regulatory and energy pricing reforms, as well as of the social dimension into energy policy making.

Responsibilities:
Reporting to the Chief of the Sustainable Energy Division, the incumbent assists in implementing UNECE’s sustainable energy sub-programme and extra-budgetary fund-raising. The incumbent manages the electricity, fossil fuel and energy security components of the energy sub-programme and is responsible for liaison with stakeholders in the energy community. Duties include supervision of staff and oversight of consultants, contractors, grant recipients, seconded staff, and junior professional officers (JPO). The incumbent designs, researches, and/or provides oversight on policy analyses and preparation and dissemination of studies. Responsibilities include programme planning, budgeting, monitoring and evaluation.

Responsibilities:
a. As a Section Chief, assists the Chief of Division in overseeing programme managers to implement the programme of work in sustainable energy with a view to providing access to affordable and clean energy to all, in line with the Sustainable Energy for All initiative of the Secretary General. Identifies issues of concern to the international community, particularly those of a regional and global nature, and designs and develops programmes to address them.
b. Manages mandated programmes; prepares, reviews, and assures quality of studies; formulates strategies, policies and actions; leads or participates in the formulation, organization and implementation of the work programme on electricity, fossil fuel and energy security. Conceives, plans, and manages expert group meetings, seminars and similar consultations.
c. Develops and maintains relations with senior officials of member governments and ensures a response to requests for advice and/or assistance on sustainable energy issues and policies;
d. Collaborates with governments, private foundations, public sector companies, international organizations and financial institutions to develop and deliver on technical assistance programmes and projects. Organizes and coordinates cooperation among member States on economic programmes or issues.
e. Assists the Chief of Division in managing budget resources for the Division and providing programme planning, monitoring and evaluation, reporting to extra-budgetary donors, and negotiating inter-agency agreements as required to secure funds and for project implementation.
f. Represents the Division at international, regional, and national meetings on sustainable energy issues, ensuring co-ordination of the UNECE sustainable energy programme of work with those of the United Nations system, in particular within UN-Energy, and of other international organizations, including in particular the UN Fund for International Partnerships, UN Office of Project Services, Global Environmental Facility, European Bank for Reconstruction and Development, World Bank, International Finance Corporation, European Investment Bank.
g. Commissions work that cannot be undertaken internally and supervises staff, including professional staff, experts on secondment to the secretariat, JPOs, experts located outside Geneva, and consultants
h. Coordination of sustainable energy activities with those of other UNECE Sectoral Committees.
Results Expected:

Develops and produces sound analysis and practical policy advice to address the energy challenges of ECE member States. Expected to work with a significant degree of independence, seeking advice from the chief when necessary. Advises and provides leadership to junior staff.
• To encourage cooperation and joint action among ECE member countries on issues and matters relating to sustainable energy development, energy efficiency, and the security of energy supplies.
• Working with all stakeholders including governments, industry, other international organizations, civil society, and NGOs, promote international cooperation and assist member governments in formulating relevant policies and programmes to meet future energy requirements in an environmentally and publicly acceptable way in sustainable energy.
• Provide oversight to relevant programme managers on the design and implementation of the programme of the Committee on Sustainable Energy.

Competencies:
• Professionalism: In-depth knowledge of technical- and policy-level issues and challenges in energy; selected candidate will be an internationally-recognized energy expert with a strong stakeholder network. Ability to apply economic theories and concepts in different sectors of economic and sustainable development. Ability to conduct independent research on economic topics, determine suitability, validity and accuracy of data provided by different sources. Ability to develop economic policies and make recommendations on their implementation. • Managing Performance: Delegates the appropriate responsibility, accountability and decision-making authority; makes sure that roles, responsibilities and reporting lines are clear to each staff member; accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; monitors progress against milestones and deadlines; regularly discusses performance and provides feedback and coaching to staff; encourages risk-taking and supports creativity and initiative; actively supports the development and career aspirations of staff; appraises performance fairly.

Education:
Advanced university degree (or equivalent) in economics, engineering, or energy-related technology. A PhD in sustainable energy, energy related areas or sustainable development is an advantage. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:
A minimum of ten years experience in energy, either in industry or with an international organization or financial institutions dealing with sustainable energy matters; or other related filed field as required. Familiarity with the United Nations ande experience in handling complex and politically sensitive issues are an advantage.

Languages:
Fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.

Assessment Method:
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
