The Economic Commission for Latin America and the Caribbean is one of the five regional commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes supporting the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. The incumbent will work closely with the Executive Secretary and the Deputy Executive Secretary of the Economic Commission for Latin America and the Caribbean (ECLAC) to plan, develop and implement the programme of work of the Natural Resources and Infrastructure Division. The Director of the Natural Resources and Infrastructure Division will perform the following duties:
Formulates and implements the substantive activities of the Division, which encompass the regular work programme as well as the technical cooperation projects provided to member countries which comprises the following areas: infrastructure management; the economics of water, energy and other natural resources and, transportation and public services in Latin America and the Caribbean region;.
• Oversees the formulation and implementation of the work programme by managing resources; establishing performance indicators; directly participating in substantive activities including research and reports; reviewing the research agenda and defining the end results of such activities.
• Designs and coordinates research activities, with attention to their approach, substance and methodology, training activities and the provision of resources and services aimed at the transfer of technical and managerial skills for the purpose of building up national capacity in the countries of the region.
• Co-ordinates and oversees the preparation of reports to intergovernmental bodies on the programme and budget performance of the Division; plan and supervise the preparation of inputs for institutional publications of interdivisional nature.
• Co-ordinates the implementation of activities with other Divisions within ECLAC including jointly produced documents, joint projects, technical cooperation and training activities.
• Interacts with other international organizations, bilateral cooperation agencies and non-governmental organizations in the planning and implementation of the above activities, including promotion and follow up of research projects carried out in cooperation with other ECLAC Divisions and Offices as well as other UN organizations and regional institutions.
• Recruits, manages, guides, develops and trains the staff of the Division.
• Leads and supervises the substantive preparation and organization of conferences, meetings and seminars, with the participation of high-level experts and government officials.
• Participates in and represents ECLAC at international, regional or national meetings and maintains permanent contact with Latin American and Caribbean governments and regional institutions as well as with international organizations.
Professionalism:
Knowledge of the substantive field of work related to policies, development strategies and regulatory frameworks for water, energy and the economics of other natural resources as well as infrastructure and public services in Latin America and the Caribbean region is required. Ability to design strategies in line with sustainable development, i.e. capacity to consider the relationship among technical, economic, social and environmental aspects of development. Ability to produce reports and papers on technical issues and to review and edit the work of others. Ability to apply UN rules, regulations, policies and guidelines in work situations. Publications in the field of work are a requirement. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.

Planning and Organizing:
Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
Education:
Advanced university degree (Master’s degree or equivalent) in economics or engineering, natural resources management, or related area is required. PhD is highly desirable. A first-level university degree in addition to relevant experience may be accepted in lieu of the advanced university degree.
Work Experience:
A minimum of fifteen years of progressively responsible experience in the field of management of natural resources, energy or in administration of related public services and/or in infrastructure services is required. At least five years of relevant international work experience, such as in an international organization is required. Experience in large-scale project coordination and management in relation to natural resources is desirable. Experience in a high level government office in Latin America and the Caribbean is desirable. Extensive experience in institutional relationships with national governments and international organizations is an asset. Academic experience is also desirable.
Languages:
English and French are the working languages of the United Nations Secretariat. For this post, fluency in both Spanish and English is required.
Assessment Method:
Candidates found to be suitable will be invited to a competency-based interview and will be subject to other assessment methods.
