HUMAN RESOURCES OFFICER, P4

This post is located within the Human Resources Management Section (HRMS), Administrative Services Division (ASD) of the Economic and Social Commission for Western Asia (ESCWA). The incumbent will work under the direct supervision of the Chief of the Human Resources Management Section and the general guidance of the Director of the Administrative Services Division.

The position is available for one year, with possibility of extension of appointment.

Responsibilities:

Within limits of delegated authority, the Human Resources Officer will be responsible for the following duties:

HR Policy Support:
1. Develops and implements local policies, practices and procedures on Human Resource Management.
2. Monitors and ensures the implementation of human resources policies, practices and procedures.
3. Provides on-going guidance, interpretation and technical support to management in the area of HR management. Provides accurate and sound technical analysis to the management and HR planning process in the office as it relates to budget planning, staffing, organization design, and change management.
4. Advises and guides managers in respect of rules and regulation, instructions and policies on HR planning, recruitment and selection, appointment administration, performance management, disciplinary issues; etc.
5. Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
6. Provides legal advice on the interpretation and application of staff regulations and rules, including the review of administrative decisions; prepares draft amendments to the staff regulations and rules; prepares draft administrative issuances or amendments thereto and verifies their consistency with the existing staff regulation and rules; prepares, analyses and evaluates human resources policies and practices.
7. Prepares responses and comments for the organization on more complex cases before arbitral and other tribunal or administrative proceedings, including disciplinary cases and staff appeals in Tribunals. Acts on behalf of the Prosecutor as co-counsel in proceedings before Trial or Appeal Chambers.
8. Monitors, advises and acts on disciplinary matters in accordance with established policies and procedures.
9. Reviews and follows up on grievance and harassment cases.
10. Supports the management in review of appeals raised by staff members and prepares responses to the Management Evaluation Unit and the UN Dispute Tribunal.
11. Supports the Chief and the Director in preparing responses to and implementing the recommendations of the Department of Management, Office of Human Resources Management, Office of Internal Oversight Services, Executive Office of the Secretary General; etc.

Recruitment and Selection:
12. Prepares classification analysis of jobs in Professional and General Service and related categories.
13. Provides guidance to programme managers on the application of classification policies and procedures.
14. Reviews recommendation on the selection of candidate by client offices.
15. Serves as ex-officio in or secretary to appointment and promotion bodies, examinations boards, and prepares and presents cases to these bodies.
16. Participates in task forces and working groups identifying issues/problems, formulating policies and guidelines, and establishing new procedures.
17. Represents the Organization with full delegation of authority in discussions with senior government officials on recruitment and other human resources matters.
18. Plans, organizes, develops, coordinates and administers the National Competitive Examinations, G to P Examinations, Language professionals’ examinations and other programmes and tests related to recruitment of professional, general service and other categories of staff.

Administration of entitlements:
19. Advises the Chief of Section on the development, modification and implementation of United Nations policies and practices on entitlements.
20. Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulations and rules.
21. Represents the office in joint bodies and working groups relating to salaries and other conditions of service.

Staff development and career support:
22. Identifies and analyzes staff development and career support needs and designs programmes to meet identified needs.
23. Analyzes staff development and career support plans to ensure that they are consistent with the overall organizations goals, policies on staff development and career support, and the respective mandates.
24. Evaluates effectiveness and impact of staff development and career support programmes and recommends ways to enhance effectiveness and impact.
25. Provides advice on mobility and career development to staff at all levels in all categories.
26. Formulates examination policies, and develops and prepares examination questions and papers.

Other:
27. Prepares reports and participates and/or leads special human resources project.
28. Ensures active coordination of HR initiatives and common strategies and approaches with other offices, agencies, funds and programmes in the country/region.
29. Plans, organizes, manages and supervises the work of units assigned.

Delegates the appropriate responsibility, accountability and decision-making authority; makes sure that roles, responsibilities and reporting lines are clear to each staff member; accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; monitors progress against milestones and deadlines; regularly discusses performance and provides feedback and coaching to staff; encourages risk-taking and supports creativity and initiative; actively supports the development and career aspirations of staff; appraises performance fairly.

Education:
Advanced university degree (Master’s degree or equivalent) in human resources, management, business or public administration, social sciences, education or related field is required. Additional qualification in labor law or other legal fields is desirable. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:
A minimum of seven years of progressively responsible experience in human resources management, administration or related area is required. Work experience (minimum three years) with the United Nations Secretariat, in the development and implementation of Human Resources policies and in providing policy advice and support to management and programme managers is desirable. Work experience (minimum two years) in legal matters in human resources administration is desirable.

Languages:
English and French are the working languages of the United Nations Secretariat. Arabic is also a working language of ESCWA. For this post, fluency in written and spoken English is required.

Assessment Method:
Shortlisted candidates will undergo a written knowledge-based assessment exercise, which may be followed by a competency-based interview depending on the result of the written test. Only shortlisted candidates will be contacted.
