INFORMATION OFFICER, P3

This position is located in the Office of the High Commissioner for Human Rights, at the Executive Direction and Management, Communications Section in the Editorial Unit.

Responsibilities:

Under the supervision of the Information Officer, the incumbent will be responsible for the following duties:
Develops and coordinates major communications initiatives and campaigns, including the management of events and the production of public information and promotional materials, monitoring and reporting on progress, taking appropriate follow-up action, and analyzing the outcome.
Monitors and analyzes current events, public opinion and press, identifies issues and trends, and advises management on appropriate action/responses.
Produces or oversees production of communications products (e.g. key messages, feature articles, booklets, brochures, backgrounders, etc.), to include proposing topics, undertaking research, determining appropriate medium and target audience, preparing production plans, writing drafts, obtaining clearances and finalizing texts, editing copy, and coordinating design, translations, printing procedures and dissemination.
Prepares, on the basis of official UN documentation and other sources, initial drafts of articles, feature stories and texts for the web site.
Develops promotional materials by preparing and following up the tendering process, and coordinating the production with external providers.
Applies OHCHR’s brand to public information products.
Initiates and sustains professional relationships with key constituencies.
Acts as focal point on specific issues, monitoring and reporting on developments, responding to queries from the general public on the UN human rights programme, fulfills speaking engagements and makes presentations to groups on OHCHR activities, and assists with the implementation of the OHCHR Briefings Programme.
Participates in selecting the information transmitted to key constituencies.
Provides guidance to, and may supervise, more junior staff.
Performs other related duties as required by the Chief of the Communications Section.

PROFESSIONALISM:
Solid knowledge of and practical experience in the full range of communications approaches, tools, and methodologies essential to prepare and coordinate the production of information products with emphasis on written materials; strong communications research and analytical skills. Takes responsibility for incporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

COMMUNICATION:
Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

PLANNING AND ORGANISING:
Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Considers all those to whom services are provided to be “clients ” and seeks to see things from clients’ point of view ; establishes and maintains productive partnerships with clients by gaining their trust and respect ; identifies clients’ needs and matches them to appropriate solutions ; monitors on-going developments inside and outside the clients’ environment to keep informed and anticipate problems ; keeps clients informed of progress or setbacks in projects ; meets timeline for delivery of products or services to client.

Education:
Advanced University Degree, in political science, international relations, journalism or equivalent combination of education and experience.

Work Experience:
A minimum of 5 years of progressively responsible experience in public information, journalism, communications or related area is required, with a minimum of three years of experience with the United Nations desirable. Experience in writing about international affairs in a journalistic news style is required in English. Experience at the international level in human rights related work will be considered assets.

Languages:
Fluency (oral and written) in English is required. Knowledge of another UN official language is an advantage.

Assessment Method:
Evaluation of qualified applicants may include an eliminatory assessment exercise which will be followed by a competency-based interview.

Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
