The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the UNEP's Division of Technology, Industry and Economics (DTIE) is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. This post is located in the Climate Technology Centre (CTC), Division of Technology, Industry and Economics (DTIE) in the Copenhagen duty station. Under the guidance and superv ision of the Director of the Climate Technology Centre (CTC), and in collaboration with the CTCstaff and the CTC Consortium Partners, the Network and Capacity Building Manager will carry out the following duties:
Responsibilities:
1. Management and Administration: Develop the Network and Capacity Building Manager: Coordinate the development, implementation and evaluation of a ‘Network Development Strategy’: Identify suitably-qualified national, regional, sectoral and international technology centres, networks, organizations and initiatives for CTC Network membership; Receive and assess applications for CTC Network membership; Ensure the active participation of the CTC Network member organization in enhancing cooperation, facilitating partnerships, stimulating twinning, developing analytical tools, policies and best practices for country-driven planning for transfer and deployment of adaptation and mitigation technologies; Forge relations with both private sector companies and private sector representative organizations; Liaise with Network members, maintain a database of Network member profiles to support the active promotion of the Network as a whole and technology, sector and/or regional subsets of the Network membership; Analyze the nature of requests received by the CTC through NDEs to inform the shaping and content of the Network in the medium to longer term; Coordinate the work of consultants, partners and sub-contractors, review intermediary outputs, documents and reports, ensure the timely delivery of expected outputs, and effective synergy among the various sub-contracted activities. 2. Capacity-Building activities, the Network and Capacity Building manager: Analyze and identify the global capacity building needs of developing countries in the area of climate technology transfer and assess the opportunities for the CTC to provide global support to programmes and capacity-building initiatives; Coordinate the development of a prioritized approach to capacity building covering peer-to-peer learning, management of training, and exchange programmes; Provide substantive support to setting-up and implementing workshops, seminars, twinning and other forms of collaborative working to promote capacity building and other competencies; Contribute to the production and development of online and printed capacity-building resources and tools with a view to linking them to the CTC Knowledge Management System; Ensure that capacity building activities are integrated in any response to NDEs requests and monitor sustainability and effectiveness of the training activities; Coordinate the work of consultants, partners and sub-contractors, reviews intermediary outputs, documents and reports, ensures the timely delivery of expected outputs, and effective synergy among the various sub-contracted activities. 2. Support to the Climate Technology Centre Secretariat’s activities and services: Coordinate the organization and implementation of networking and training events; Identify and establish synergies and collaboration with national technology centres and institutions; regional climate technology centres and networks; intergovernmental, international, regional and sectoral organizations, partnerships and initiatives that may contribute to capacity building for technology deployment and transfer in developing countries. 3. Perform any other relevant duties assigned.
Professionalism:
Good knowledge in the field of climate change adaptation and mitigation, technology transfer and cooperation among countries. Knowledge of policies and mechanisms related to the UNFCCC. Conscientious and efficient in meeting commitments, observing deadlines and achieving results.
Communication: Excellent communication skills, both written and oral, including the ability to articulate technical and policy issues to non-specialists and senior officials. Openness in sharing information. Ability to maintain effective relationships with donors and partners, negotiate, align parties, and build networks. Political acumen and skills to interact with industries, research institutes, governments, and the media.

Education:
Advanced university degree (Master’s degree or equivalent) in engineering, technology, environmental science, public policy or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience:
A minimum of seven years of progressively responsible experience in environment, engineering, technology, international development, climate change or a related field, of which at least three years spent in relevant national or international institutions dealing with capacity building is required. Experience in successfully establishing and maintaining an international Network desirable. Experience in climate change adaptation and mitigation issues, technology development, deployment and transfer desirable. Familiarity with modalities, policies and processes practiced by international agencies, financing institutions, NGOs, government agencies, and international private sector organizations is an asset.
Languages:
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of French is desirable. Knowledge of another UN language is desirable.
Assessment Method:
Evaluation of qualified candidates for this position may include a substantive assessment which may be followed by a competency-based interview.
