This post is located in the Office of the Special Envoy to the Secretary-General (SESG) on the Implementation of Security Council Resolution 1559 (2004). The incumbent will report directly to the SESG.
Within delegated authority, the Political Affairs Officer will be responsible for the following duties:
· Provide substantive advice and support to the SESG on political matters related to the implementation of Resolution 1559 (2004).
· Reviews and monitors activities in Lebanon and the wider region; assesses trends which might affect the political situation and the political impact of intra-regional issues such as refugees, with a view to provide early warning advice to the SESG.
· Acts as focal point for collection and analyses of information on political issues related to the implementation of Resolution 1559 (2004).
· Coordinate and draft the Secretary-General's report on the implementation of Security Council resolution 1559 and related briefings in consultation with relevant offices.
· Prepares analytical reports and papers on sensitive and high profile matters of concern to the General Assembly, Security Council, or other bodies; drafts notes, background papers, talking points, speeches and other correspondence for senior UN officials.
· Meets regularly with operational teams including UN staff, national officials as well as Military and Civilian Police officers to plan projects and review project activities.
· Provides up-to-date information to senior officials regarding substantive political matters and country or regional issues and makes recommendations on actions to take.
· Maintains contacts with other sectors of the UN, other international organizations and governments on coordination and policy matters; briefs representatives and provides, as appropriate suggestions and recommendations.
· Participates in conferences, seminars and academic fora related to his/her assigned area of expertise.
· Carries out, in consultation with the SESG and DPA, administrative functions relating to the staff planning and budget.
Special Assistant to the SESG:
· Provide administrative advice and support to the SESG on relevant matters related to the implementation of Resolution 1559 (2004).
· Coordinate the work of the SESG with DPA, and other relevant Departments and offices at UNHQ and with field missions.
· Organise the trips of the Special Envoy to the Middle East and elsewhere (substance and logistics).
· Oversee all managerial matters with regard to the office of the Special Envoy and performs other related duties as required.

Education:
Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or other related. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience:
A minimum of seven years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area. Field experience in the Middle East and/or political experience working on Middle East issues, preferably Lebanon, is required. Experience in the United Nations, particularly a peacekeeping operation or special political mission, or in an international organization setting is desirable.
Languages:
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of Arabic is desirable.
Assessment Method:
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Extension of the appointment is subject to extension of the mandate and/or the availability of the funds. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
