Programme Management Officer, P3

This position is located in the UN Global Compact Office (GCO), Department of Management at United Nations Headquarters. The incumbent reports to the Chief of Local Networks.

The GCO is the UN entity responsible for the overall management and coordination of the Global Compact initiative. It pursues two complementary objectives: (1) making the Global Compact and its principles part of business strategy and operations everywhere; (2) facilitating cooperation among key stakeholders by promoting partnerships and other collective action in support of UN goals.

Responsibilities:

Under the guidance of the Chief of Local Networks as well as the Deputy Director, the
Programme Officer will be responsible for the following duties:

• Participates in the development and implementation of the strategy and programme which aims to promote a range of the Global Compact (GC) issues and Global Local Issue Integration at the country-level through the Global Compact Local Networks (GC Local Networks).

• Regularly consults with GC issue leaders, corporate participants, other strategic partners; and GC Local Networks to identify impactful ways to integrate a range of GC issues and specialized initiatives. Based upon these consultations, contributes to the development of relevant tools, resources, and knowledge-sharing mechanisms.

• Conducts research on GC issue activities undertaken at the country level, and analyzes information gathered from diverse sources to measure their impacts.

• Develops various written outputs highlighting the impacts of GC issues and specialized platforms at the country-level, e.g. drafts background papers, analysis, sections of reports and studies, and publications illustrating the implementation of GC issues at the country level and their impacts on advancing corporate sustainability, etc.

• Assists in policy development related to the integration of GC issues and specialized initiatives at the country and regional level, including the review and analysis of trends and outcomes/impacts, preparation of evaluations or other research activities and studies.

• Provides substantive support to consultative and other meetings, knowledge-sharing and capacity building events, and conferences to promote Global Compact issues and specialized initiatives at the country level by proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

• In collaboration with GC Local Networks team, issue teams, and other stakeholders, performs consulting assignments such as the planning and facilitation of workshops that will contribute to strengthening issue uptake at the country level.

• Undertakes outreach activities to strengthen corporate engagement for GC issues and specialized initiatives at the country level, conducts training workshops, seminars, etc.

• Performs other duties as required.

Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. • Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education:
Advanced university degree (Master's degree or equivalent) in political science, international relations, economics, public administration, social science or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:
A minimum of five years of progressively responsible experience in project or programme management, administration or related area with relevance to the GCO's programmes and mandates is required. Experience in managing and supporting multi-stakeholder initiatives is required. Experience of voluntary corporate citizenship especially as it relates to UN-business collaboration is required. Experience conducting impact assessment and utilizing qualitative research methods, case studies, interviews, and focus groups is desirable. Experience analyzing policy documents and assisting to develop policies and operational procedures is desirable.

Languages:
English and French are the working languages of the United Nations. For this post, fluency in written and spoken English is required. Knowledge of French is desirable. Knowledge of another UN language is an advantage.

Assessment Method:
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
