Programme Management Officer

Org. Setting and Reporting:

The Economic Commission for Latin America and the Caribbean is one of the five regional commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. ECLAC employs over 600 staff members at its Headquarters in Santiago de Chile, its Subregional Headquarters in Mexico City and Port-of- Spain, and country offices in Buenos Aires, Brasilia, Montevideo and Bogotá, as well as a liaison office in Washington, D.C. This position is located in the Programme Support Unit at the ECLAC Subregional Headquarters for the Caribbean, located in Port of Spain, Trinidad and Tobago, and covers 28 countries and territories of the Caribbean.

Responsibilities:
Post number UNA-09043-EP-30001. Under the overall supervision of the Chief and the direct supervision of the Deputy Chief, the incumbent will carry out the following tasks: .

• Participates in the development, implementation and evaluation of programme and projects, through monitoring and analysis, review of documents and reports, identification of problems and issues to be addressed and proposal and tracking of follow-up actions.

• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements) and prepares related documents/reports (work programme, programme budget). Drafts, revises and finalizes programme, project and budget performance reports.

• Provides substantive support to intergovernmental and consultative meetings, including proposal of agenda items, identification of participants, and preparation of documents and presentations.

• Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.

• Prepares various written outputs (inputs to studies and publications by conducting research, analysis and presentation of information gathered from diverse sources.

• Undertakes surveys by using data collection tools to review, analyze and interpret responses, and identifies issues and prepares conclusions.

• Conducts training workshops and makes presentations on assigned topics.

• Supervises the activities of the Programme Support Unit

• Performs other duties as required.

Competencies:
- Knowledge and understanding of theories, concepts and approaches relevant to results-based budgeting and management, including the logical framework methodology and evaluation of programme and projects are required.
- Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases are required.
- Ability to identify issues, and to analyze and participate in the resolution of problems is required.

Education:
Advanced university degree (Master’s degree or equivalent) in business or public administration, management, economics, or related area is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:
A minimum of five years of progressively responsible experience in project or programme management, administration or related field is required. Experience in preparing programme reports, project design, monitoring implementation, result-based budgeting or related field is desirable. Experience in international, governmental, non-governmental organizations, UN Secretariat or UN Agencies is desirable. Experience in the use of IMIS and IMDIS is desirable.

Languages:
English and French are the working languages of the UN Secretariat. For this particular post, advanced knowledge of oral and written English is required as verified through relevant examinations, as necessary. Basic knowledge of Spanish is required. Knowledge of French would be an asset.

Assessment Method:
Candidates found to be suitable will be invited to a competency-based interview and subject to other assessment methods.
