REGIONAL ADVISOR, P5

This post is located in the Sustainable Energy Division of the United Nations Economic Commission for Europe (UNECE). The incumbent reports to the Chief of the Sustainable Energy Division (SED) and coordinates his/her activities with the Programme Management Unit of UNECE. SED works to promote a sustainable energy development strategy for the region, with the following objectives:

■sustained access to high quality energy services for all individuals in the ECE region; ■security of energy supplies in the short-, medium- and long-term; ■facilitate a transition to a more sustainable energy future and introduce renewable energy sources to reduce health and environmental impacts resulting from the production, transport and use of energy; ■well-balanced energy network systems across the whole of the ECE tailored to optimise operating efficiencies and overall regional cooperation; ■sustained improvements in energy efficiency, in production and use, particularly in countries with economies in transition; and ■in the context of post-EU enlargement, the integration of energy restructuring, legal, regulatory and energy pricing reforms, as well as of the social dimension into energy policy making.

Responsibilities:

The selected candidate will be responsible for ensuring the provision of regional advisory services (advisory missions, capacity building and field projects) upon requests of countries with economies in transition. In accordance with the Technical Cooperation Strategy adopted by the United Nations Economic Commission for Europe in 2007, his/her main functions shall include the following: a) provide advice and expertise to countries with economies in transition on the implementation of UNECE legal instruments, norms, standards and regulations in the area of sustainable energy, b) participate in specific technical cooperation projects, c) assist beneficiary countries in formulating various project proposals for funding, d) undertake fund-raising activities, e) promote synergies with UNECE technical cooperation activities in related areas (environment, transport, trade, statistics, timber, etc.), f) facilitate the sharing of experiences and identifying of best practices, g) provide regular information on the planned, on-going and implemented activities, and h) provide insights on the UNECE activities in Sustainable Energy.

Additionally, Manages the subprogramme Sustainable Energy of the Regular Programme of Technical Cooperation (RTPC) and its budget;
• Provides advice and expertise to governments of beneficiary countries on national or sectoral development strategies, programmes and policies in Sustainable Energy;
• Undertakes capacity-building activities (seminars, workshops and training courses) to assist beneficiary countries to accede to and implement UNECE legal instruments, norms and standards in Sustainable Energy;
• Assists governments in formulating and implementing field projects in Sustainable Energy, including those of multisectoral and/or transboundary nature;
• Facilitates and supports the development of institutional frameworks in support of regional/subregional cooperation among UNECE member States;
• Promotes sharing of experience and identifying of best practices in Sustainable Energy;
• Undertakes resource mobilization, to leverage additional funding for regional advisory services;
• Advise the Chief of Division on technical cooperation needs of countries with economies in transition in Sustainable Energy;
• Establishes linkages between operational work of the Division under RPTC subprogramme, Sustainable Energy and normative and analytical work of the Division under the relevant subprogramme of the core UNECE programme “Economic development in Europe”;
• Establishes and maintains regular contacts with relevant counterparts from national and international governmental and non-governmental organizations, regional, sub-regional organizations and financial institutions, permanent missions, UN funds and programmes and specialized agencies, development agencies of donor countries, as well as with business community;
• Coordinates technical cooperation activities with other Regional Advisors through the Working Group on Technical Cooperation (WGTC) at the secretariat level,
• Contributes to the Delivering as One through UNDAF at the country level, and the United Nations Special Programme for Economies of Central Asia (SPECA) at the subregional level.
• Performs other related duties as required.

Competencies:
• Professionalism: Provides leadership and takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas. In-depth knowledge of technical and policy-level issues and challenges in energy. The candidate is expected to be an internationally-recognized expert with a strong network across the range of stakeholders in energy. Proven experience of all aspects of project/programme management and resource mobilization.
• Planning and organizing: Proven ability to plan and organize work, requiring an in-depth understanding of its strategic direction, and ability to integrate the work into the Division’s work programme. Candidates must be able to develop clear goals that meet member State requirements, deliver concrete, measurable results, meet tight deadlines, adjust work plans in light of unexpected developments, foresee risks, and undertake contingency planning.
• Communication: Outstanding public presentation skills are essential. Excellent drafting ability and communication, both oral and written; ability to explain complex concepts in a clear and concise way; Ability to tailor language, tone and style to the audience. Comfortable engaging senior government officials in dialogue.
• Vision: Identifies strategic issues, opportunities and risks; clearly communicates links between the Organization’s strategy and the work unit’s goals; generates and communicates broad and compelling organizational direction, inspiring others to pursue that same direction; conveys enthusiasm about future possibilities.
• Building Trust: Provides an environment in which others can talk and act without fear of repercussion; manages in a deliberate and predictable way; operates with transparency; has no hidden agenda; places confidences in colleagues, staff members and clients; gives proper credit to theirs; follows through on agreed upon actions; treats sensitive or confidential information appropriately.

Education:
Advanced university degree (Master’s degree or equivalent) in economics, business administration (preferably with finance or management orientation), engineering, or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:
At least ten years experience in the energy industry and good knowledge of the UNECE region. Experience with international organizations, financial institutions, or development agencies dealing with energy issues. Proven experience in all aspects of project/programme management and resource mobilization. Familiarity with the work of the UN and its specialized agencies, funds and programmes. Experience in advising government bodies in energy policy, energy security, capacity building and developing field projects. Other skills: Knowledge of economic problems specific to countries in transition and basic competence with computers/communications technology are required.

Languages:
Fluency in both oral and written English and Russian is required. Working knowledge of French is an asset.

Assessment Method:
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

-Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds. Appointment against this post is on a yearly basis and is limited to a maximum duration of 5 years.
