SENIOR LEGAL OFFICER, P5

This position is located in the Office of the Legal Counsel, Office of Legal Affairs (OLA). The incumbent will report to the Assistant Secretary-General for Legal affairs and to the Principal Legal Officer.

Responsibilities:

• Provide or assist in formulating advice on a range of specific legal issues that fall within the competence of the Office of the Legal Counsel (OLC). These include questions of a public international law nature in the field of peace and security, including criminal accountability mechanisms and the role of the Organization in relation to the establishment and operations of United Nations or United Nations-assisted tribunals and related residual mechanisms;
• Provide legal advice on general questions of public international law, including on privileges and immunities;
• Prepare draft host country, conference and other agreements, constitutive instruments, rules of procedures and other legal texts and instruments required for the conduct of institutional or operational activities carried out by the United Nations;
• Provide legal advice to the United Nations Development Programme (UNDP) and the United Nations Children's Fund (UNICEF) in the negotiation and establishment of uniform Basic Assistance and Cooperation Agreements for their activities in Member States;
• Provide legal assistance to the offices, programmes and funds in the conduct of their operations in the field;
• Provide legal advice on matters of security of international personnel, constitutional and procedural questions within the United Nations system and subsidiary organs, including rules of procedure of the principal and subsidiary organs of the United Nations, constitution, membership and procedures of committees and sub-committees and working groups, organization and procedures of conference and summit meetings and credentials;
• Advise on issues of treaty law and practice;
• Represent the OLC in senior inter-departmental committees, working groups and task forces;
• Present papers and participate in major conferences and training courses of senior officials sponsored by UN organs, governments, international organizations or societies on legal issues within the competence of OLC;
• Supervise junior attorneys and provide guidance in their work;
• Guide teams of attorneys engaged on major legal projects;
• Assist the Assistant Secretary-General for Legal Affairs and principal legal officer in the management of OLC, as directed.

Professionalism:
In-depth knowledge in public international law, in particular in relation to the operations of the Organization and to the legal framework and operations of United Nations or United Nations assisted criminal tribunals and residual mechanisms, at such a level as to be able to assume leadership and provide guidance to more junior legal officers; outstanding analytical and drafting skills; ability to work quickly and efficiently in the face of short deadlines and to deliver final drafts of legal opinions on complex matters under pressure; ability to advise senior officials independently and with little advance notice on matters of international law. Education:
Advanced university degree (Master’s degree or equivalent) in law with specific training in international law. A first level university degree with specific training in international law with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:
A minimum of ten years of progressively responsible experience in law of which at least 5 years should be in the field of public international law. Experience as a lawyer in the legal office of an intergovernmental organization or government is required. Experience in the preparation of legal opinions on issues related to international criminal justice is desirable. Experience in the preparation of talking points or oral presentations on complex issues of international law for a governmental or intergovernmental audience is desirable.

Languages:
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of French is desirable.

Assessment Method:
Evaluation of qualified candidates may include a competency-based interview.
